Slimming Thighs

I am a curvy female. I work out 6 days a week. My stomach is flat and you can see my abs. I eat meals throughout the day like fruit smoothies with fruit and soy milk, oatmeal, and protein drinks. I have tried all kinds of leg exercises with high rep, low weights to slim my thighs and have had no success. Thoughts or ideas?
